Discard an energy from one of your pokèmon and move it half or more if a number with ~5 appears on an opponent's pokèmon but your opponent can use the first attack or enable it but only if it is a basic or phase 1 pokèmon or stage 2 on your active pokèmon.

Attack 2 : Rotating wheel
Confuse all opponent's pokèmon but those on the bench heal them for 50 damage. If you have at least one pokèmon that as an attack or ability puts a special condition heal instead of 50 20 and put 4 or 5 counters on the defending pokèmon.
